Disconnect With Data Even if not a Burst?

Hello,
	I have a PMC target only module that can only complete one write
transaction data phase.  It can not handle burst writes.  Is it allowed for
a target to always disconnect with data (drive stop# and trdy# active
together) when the target is not ever capable of doing a burst write?  Will
this confuse a master that only intends to implement a single data transfer?
