The arbitration in PCI is independent of the present state of the Bus. Bus
is granted well ahead before the bus becomes idle. Its just based on the
priority. Its called hidden arbitaration. targets are responsible to drive
the bus without conflict after the present master has givenup the bus.

If a PCI arbiter bus parking scheme is to park the bus at the Master
that last used the bus (was last granted), does it follow that the
arbiter does not need to take FRAME# and IRDY# as inputs, since it does
not need to know when the bus goes idle??
