Latency timer


Can't seem to locate this in the spec.  May be a dumb
question, but how should a latency timer value of
zero be interpreted (master latency timer - not MAX_LAT)?

1.  As zero - no minimum bus bandwidth guarantee,

2.  As "max" or 256 clocks

3.  As infinite - once granted, the master can keep the bus
     until then end of the burst.
