Bridges and BIOS code

Has anyone else out there encountered the problem with PCI-PCI bridges on
PCI plug-in boards (21152, 21154 etc) that don't work under WIN2K ?

I of course mean that WIN2K says they aren't working when in fact there is
nothing wrong with them. The issue is that WIN2K detects the incorrect
settings of ISA and VGA bits where WINNT and earlier OS's do not. This has
been seen on motherboards from various manufacturers with the Intel
hub-series of bridges and causes a conflict between the bridge and the AGP
card. The common solution is to plug a VGA card into the same bus as the
bridge and hey-presto !

Q. How do you get major manufacturers of PC's to accept that their BIOS code
is a pile of ..
