PCI 66MHz problems

Dear friends,
Our group is engaged in developing PCI66MHz/64-bit core.
we are facing few problems.
1.For testing the 33MHz/32-bit core, we used Jungo driver kit,with INTEL mother board,but Jungo doesn't support 64-bit.Is there any company supplying drivers for 64-bit or we have to develop our own.Incase, we need to develop our own, which software is preferred to use.
Is it adviceable to use WINDK.
2.In configuration, how to write the address requirement of 4-bit memory.should we use 2 BARs for this purpose.where to assert the 64-bit bit(3rd bit as per the specs),in first BAR or second BAR.
3.we are also supporting power management for 33MHz as well as for 66MHz.Do we need drivers for that,is there any other specifications say about power management.
