Operation temperature range of 21154(PCI Bridge)

To whom may it concern,

There is a question.I developed some products using 21154-BC.
One of products do NOT configure less than 10 degrees centigrade (50 degrees Fahrenheit).
But it is success to configure by replacing the other 21154.
Could you teach me why happen a phenomenon like this?

I would be really appreciate your honest opinion about this problem.
