I can concur with Peter.  When I looked into this, no motherboards seems to
have to JTAG pins routed through.  And even if you could find a motherboard
that did work, it wouldn't be something that would be portable to another
PC.

The JTAG hardware is usually provided by either, the parallel port, USB
modules, or more usually, a PCI based card.

I can provide you with details of all of the major JTAG vendors, but I
suspect you will already be aware of them.

Usually the JTAG pins are not connected on PC motherboards....
All vendor supplied download tools use the parallel port and some extra
hardware to load FPGAs and program CPLDs. They connect to the target using
cables...
