Motherboards that comply with PCI Revisions 2.2 or 2.3 have the 3.3V.

Prior to PCI Revision 2.2, which was introduced in December 1998, the 3.3V was optional on motherboards with 5V signaling.  If they did not ship with 3.3V, they were supposed to provide an upgrade path so the customer could add it later.  That was the theory, but I don't know how many manufacturers really provided the means to upgrade.

Even though the current Specification requires the 3.3V, there might be motherboards still being built that comply only with the older Revision 2.1 Spec (or that do not compy with any Spec), and do not have the 3.3V.
