PCI-X (in PCI-X mode) is 3.3V only.
But that doesn't prevent you from having a PCI-X device, on a plug-in card, that also complies with the PCI 5V signaling environment. See sections 6.1.1 and 6.1.3 in the PCI-X spec, revision 1.0a.
Like any "universal" PCI device, it would need to sense the Vi/o voltage from the PCI connector, and set its overshoot clamps accordingly. And, of course, the ASIC vendor's PCI-X buffers must comply with both the 3.3V and 5V signaling specs.
