No. As I understand it (see link below), "Universal" boards are allowed but 
5 volts only boards are not. For me it means that such a "Universal" board 
can be plugged into 5 volts PCI 2.2 or less back plane or 3.3 volts PCI 2.3 
or less back plane, but PCI 2.3 back plane doesn't support 5 volts only
boards.

Sorry for the misleading statement in my previous message. Perhaps more 
accurate will be to say PCI 2.3 back plane doesn't support 5 volt boards.
