Configuring CardBus controllers behind secondary PCI bridges

Does anyone know how to "tweak" Windows 2000/XP to correctly configure and enumerate Cardbus controllers on the secondary side of a PCI bridge? My WinXP box has a backplane with a PCI-to-PCI bridge with 9 PCI slots. Upon installing PCI cards with CardBus controllers into these expansion slots, WinXP lists, in the Device Manager window, a little yellow question mark logo next to the PCMCIA CardBus adapter device. The reason for this is a  "Code 12" driver loading error or a "not enough resources to start the device" error.
