Nagesh,

PERR# can only be asserted after a "data transfer" occurred followed by 
incorrect PAR/PAR64.  A "data transfer" is IRDY# and TRDY# both active on 
the same clock cycle.

  So, no.  You may not assert PERR# if you didn't transfer data.
