Address conflict?

Hi All,
Does anyone see any problems with the following pci map?  (18 slot
backplane, Award Bios).

I can't seem to get our card (pci-bus 03/00.0) to work.  I notice that at
pci-bus 00/1f.3 there is an IO space of x5000.  This device is an intel
i82801 which DOES have io space above 5400 but it's spotty.  In otherwords
there is nothing at x5400.  Our device only uses 2 IO addresses there (5400
and 5401).  Does anyone know more about the 82801 and it's IO space
requirements.
