I have used the hot-swapp extenders from Catalyst Enterprises
www.catalyst-ent.com to plug 3.3V cards into a 5V system and I think they
should also work for 5V cards with 3.3V systems. The extenders use 'quick
switches' to isolate the bus, but they can also limit the voltage for 5V <=>
3.3V translation when the jumpers are set correctly. The bottom edge
connector is universal, and you select 3.3V or 5V top connector when you
order.
The resulting signal characteristics are probably not PCI compliant, so I
wouldn't suggest this for production, but should work for a test adapter.

Does anyone know a source of adaptor cards to plug into PCI 2.2 3.3V systems
to allow us to use 5V PCI cards?
The idea is to use some cheap POST cards in a production environment for
debugging.
I'm based in the UK, but might order from the US if attractive enough.
