Hi,

Check the PLX PCI 9030: http://www.plxtech.com/products/9030/default.htm. 
"Low cost" is relative term, Yahoo Store price list is $18 for PQFP package 
or $21 for uBGA package but you may get it cheaper in quantities. You may 
configure the local bus for 8, 16 or 32 bit operation and usually no glue 
logic is required since the device generates four chip selects and the 
local bus is very flexible.
