I have in front of me 16 devices on a PCI backplane and could add 2 more if
my cards were smaller.  I have seen backplanes with as many as 40 slots.
Each slot can handle a pci device.  Of course these are split behind one or
more levels of bridges.  These are NOT compact pci but rather plain vanilla
you find in most PCs.
