IDSEL assignment

Hi All,

PCI to PCI bridge spec 1.1 requires that the IDSEL assignment should be
ordered as follows:

1)	Assign IDSEL to all the slots below the bridge (Lower AD lines from
AD[17:31])
2)	then assign IDSEL to all on-board devices (including PCI-PCI bridges
if any) (AD lines higher than that assigned to slots)
3)	Finally assign IDSEL to embedded bridges (which i assume are also
called Non-transparent bridges --- correct me if wrong) 

Could somebody make it clear what is the reason and advantage in assigning
IDSEL in this order.
