I think there are no standards for this, so it would be platform
dependent.
A BIOS might also (or alternatively) check that at least one of the
PRSNTn# signals is asserted.
It might even evaluate which PRSNTn# pins are asserted and evaluate
whether it can supply enough power to the card in the slot; but in that
event it probably should take more action than merely disabling the CLK
to that slot.
