To clarify a bit more...

There are Universal PCI cards, but not Universal motherboards or PCI
buses.

At the system level, the bus is either 5V, or 3.3V, permanently.  The
Vi/o pins on the connectors on that bus are hard-wired to either 5V or
3.3V power.

You can have a 5V PCI connector (into which a 5V or Universal card can
be plugged), or you can have a 3.3V PCI connector (into which a 3.3V or
Universal card can be plugged).  The PCI Spec does not define a
Universal connector into which any type of PCI card can be plugged.
